Snow forces 3,400 to spend night at Tokyo airport

TOKYO (AP) ? Tokyo's Narita International Airport operator says 3,400 travelers spent the night in the terminal after snow caused airlines to cancel 71 flights.

In the season's first snowfall in the Japanese capital, about 8 centimeters (3 inches) of snow fell in central Tokyo and around Narita on Monday ? a national holiday in Japan. The snow snarled traffic and caused train delays.

Airport officials distributed sleeping bags, water and crackers to stranded travelers. Normal flight operations at Narita resumed Tuesday, except for a few delays.

Major train operator JR East said trains were running on schedule Tuesday.

Sections of several highways around Tokyo were still closed Tuesday as workers cleared away snow and ice.

(AP) ? A photo marked "not to be published" that shows a teenage Diana Spencer before she became Princess of Wales, with a young friend seated beside her, will be featured in an auction this month in New Hampshire.

The photograph might never have been seen publicly until now, RR Auction said.

Stamped February 1981 on the back, the photo was taken around the time Charles, the Prince of Wales, and Lady Diana Spencer ended months of speculation and announced they were to be married.

The photo came from the Caren Archive, a major private collection of rare newspapers and other publications, and was purchased seven years ago from the Daily Mirror newspaper.

Bobby Livingston, vice president of RR Auction, said Saturday that neither the auction house nor Caren Archive, knew the identity of the young man in the photo. However, he said he understood that a British newspaper had been able to identify him.

British media have identified the young man as Adam Russell, the great-grandson of former Prime Minister Stanley Baldwin.

In 1981, Diana first told news of her engagement to her friends, then moved out of her apartment Feb. 23 and into Buckingham Palace. What was widely labeled the wedding of the century took place on July 29, 1981, at St. Paul's Cathedral in London. Their marriage ended in divorce in 1996, and Diana died in a Paris car crash in 1997.

Another Diana photo to be included in the auction is an original 1988 news photo of the princess observing a marriage conflict resolution seminar.

The auction is scheduled for Jan. 17-24 in Amherst.

As neat as the Kindle Fire HD already is, just a few dinky tweaks could turn it into so much more -- a platform for true physics-based gaming, for example, or even for surprisingly fast photo manipulation. How come? Because both the 8.9-inch and 7-inch versions of the Android-based slate come with a graphics engine that can handle OpenCL acceleration. It certainly won't work out of the box, but Amazon has been working quietly with Imagination Technologies -- the folks behind the tablet's PowerVR GPU -- to try it out. The demo after the break is subtle, perhaps, but it's fluid, detailed and goes far beyond anything that a stock device can achieve. It also proves that, in certain circumstances, OpenCL has the power to boost frame rates by 50 percent while simultaneously lowering power consumption by the same proportion. Read on for more.

Q: I owned a rental property that was fully occupied but still underwater by several hundred thousand dollars. I put it on the market as a short sale, and got several offers, including one from a buyer who ended up withdrawing her offer before I accepted any of them.

In the end, the bank did not respond to my short-sale application in time to stop the property from going to auction, and I lost it to foreclosure.

In the months between the time I listed the place as a short sale and the time I lost it, all the tenants' leases came up and I signed them to new leases, with slightly lower rents based on the fact that I knew the short sale and foreclosure process was very disruptive to their lives, with all the showings and such.

The woman who had withdrawn her short-sale offer was the same one who ended up buying it from the bank at the auction. Now, she is upset and harassing me and the tenants because the lease terms changed between the time she saw the short-sale listing and the time she bought the place from the bank. She has also demanded that the tenants pay as much as 40 percent higher rent than they were paying before. What can we do?

A: I'll bet you thought your problems with the property were over when the bank foreclosed it, right? Well, in truth, they really are.

The fact of the matter is that the new owner bought the place "as is" at the auction -- from the bank, not from you. In truth, you don't actually owe her anything or any information.

That said, I understand from portions of your letter that were edited for length that you have close relationships with the tenants and would like to make sure they are not taken advantage of. Here are my recommendations for how to wind down your involvement in this matter, without abandoning your tenants outright.

1. Stop communicating with the new owner. If I were you, I'd write her a letter, sending it to the address on record with the county recorder's office. Tell her you have no contractual relationship or obligation to her, and that she should contact the actual seller (the bank) from whom she purchased the property if she has any further questions or concerns. Period.

If you want to err on the side of caution, you might even retain a local real estate attorney to consult with on the matter briefly, then to write the letter on your behalf.

2. Understand that the law is on your former tenants' side. Under the federal Protecting Tenants at Foreclosure Act of 2009, your former tenants' leases almost certainly survive the foreclosure -- unless the new owner herself wants to move into the place, which it doesn't sound like is the case. This law gives your former tenants the right to stay in the property until at least the end of the lease, on the terms set forth in their most recent leases.

Many larger cities have their own tenant protection provisions built into their municipal codes, which, in your city, actually go even further than the federal law in terms of controlling rent increases.

3. Refer the tenants to a legal aid provider. Rather than getting further embroiled in this dispute or smudging the boundaries of practicing law without a license, I'd suggest you refer the tenants to a legal aid society or other nonprofit, low- or no-cost provider of legal services to tenants. Almost every major city has one, and many actually have such organizations that are largely devoted to defending the rights of tenants vis-?-vis their landlords.

Your best bet is to simply advise the tenants that they have rights, and urge them to contact a legal services provider that will work with them for little or no expense to them.

    ALMA sheds light on planet-forming gas streams

    Astronomers using the Atacama Large Millimeter/submillimeter Array (ALMA) telescope have seen a key stage in the birth of giant planets for the first time. Vast streams of gas are flowing across a gap in the disc of material around a young star. These are the first direct observations of such streams, which are expected to be created by giant planets guzzling gas as they grow. The result is published on 2 January 2013 in the journal Nature.

    The international team of astronomers studied the young star HD 142527, over 450 light-years from Earth, which is surrounded by a disc of gas and cosmic dust ? the remains of the cloud from which the star formed. The dusty disc is divided into an inner and an outer part by a gap, which is thought to have been carved by newly forming gas giant planets clearing out their orbits as they circle the star. The inner disc reaches from the star out to the equivalent of the orbit of Saturn in the Solar System, while the outer disc begins about 14 times further out. The outer disc does not surround the star uniformly; instead, it has a horseshoe shape, probably caused by the gravitational effect of the orbiting giant planets.

    According to theory, the giant planets grow by capturing gas from the outer disc, in streams that form bridges across the gap in the disc.

    "Astronomers have been predicting that these streams must exist, but this is the first time we've been able to see them directly," says Simon Casassus (Universidad de Chile, Chile), who led the new study. "Thanks to the new ALMA telescope, we've been able to get direct observations to illuminate current theories of how planets are formed!"

    Casassus and his team used ALMA to look at the gas and cosmic dust around the star, seeing finer details, and closer to the star, than could be seen with previous such telescopes. ALMA's observations, at submillimetre wavelengths, are also impervious to the glare from the star that affects infrared or visible-light telescopes. The gap in the dusty disc was already known, but they also discovered diffuse gas remaining in the gap, and two denser streams of gas flowing from the outer disc, across the gap, to the inner disc.

    "We think that there is a giant planet hidden within, and causing, each of these streams. The planets grow by capturing some of the gas from the outer disc, but they are really messy eaters: the rest of it overshoots and feeds into the inner disc around the star" says Sebasti?n P?rez, a member of the team, who is also at Universidad de Chile.

    The observations answer another question about the disc around HD 142527. As the central star is still forming, by capturing material from the inner disc, the inner disc would have already been devoured, if it was not somehow topped up. The team found that the rate at which leftover gas streams onto the inner disc is just right to keep the inner disc replenished, and to feed the growing star.

    Another first is the detection of the diffuse gas in the gap. "Astronomers have been looking for this gas for a long time, but so far we only had indirect evidence for it. Now, with ALMA, we can see it directly," explains Gerrit van der Plas, another team member at Universidad de Chile.

    This residual gas is more evidence that the streams are caused by giant planets, rather than even larger objects such as a companion star. "A second star would have cleared out the gap more, leaving no residual gas. By studying the amount of gas left, we may be able to pin down the masses of the objects doing the clearing." adds P?rez.

    What about the planets themselves? Casassus explains that, although the team did not detect them directly, he is not surprised. "We searched for the planets themselves with state-of-the-art infrared instruments on other telescopes. However, we expect that these forming planets are still deeply embedded in the streams of gas, which are almost opaque. Therefore, there may be little chance of spotting the planets directly."

    Nevertheless, the astronomers aim to find out more about the suspected planets by studying the gas streams as well as the diffuse gas. The ALMA telescope is still under construction, and has not yet reached its full capabilities. When it is complete, its vision will be even sharper, and new observations of the streams may allow the team to determine properties of the planets, including their masses.

    Poll: Obama begins term facing pessimistic public

    President Barack Obama delivers remarks alongside Vice President Joe Biden on Jan. 1. (Jonathan Ernst/Reuters)As President Barack Obama heads into his second term, he faces a pessimistic and weary public, according to a USA Today/Gallup poll released late Tuesday.

    The percentage of Americans satisfied with the direction of the country stands at a paltry 23 percent in a poll taken Dec. 14-17. By a margin of 50 to 47 percent, respondents said the country's best years are over.

    Fifty percent of respondents said it is somewhat or very unlikely that today's youth will have a better life than their parents.

    That pessimism and negativity extends to the president, according to the poll.

    When respondents were asked to choose adjectives to describe their feelings about the president's re-election, the poll showed the excitement and pride many Americans felt about the president's first term has diminished.

    Sixty-seven percent of respondents in November 2008 said they felt optimistic about the president's election and the same percentage said it made them feel proud. Last month those numbers fell to 52 percent for optimistic and 48 percent for proud. Forty-three percent of Americans surveyed also said they feel pessimistic about the president's re-election and 36 percent said it made them feel afraid?both increases from 2008.

    Absolute zero is often thought to be the coldest temperature possible. But now researchers show they can achieve even lower temperatures for a strange realm of "negative temperatures."

    Oddly, another way to look at these negative temperatures is to consider them hotter than infinity, researchers added.

    This unusual advance could lead to new engines that could technically be more than 100 percent efficient, and shed light on mysteries such as dark energy, the mysterious substance that is apparently pulling our universe apart.

    An object's temperature is a measure of how much its atoms move ? the colder an object is, the slower the atoms are. At the physically impossible-to-reach temperature of zero kelvin, or minus 459.67 degrees Fahrenheit (minus 273.15 degrees Celsius), atoms would stop moving. As such, nothing can be colder than absolute zero on the Kelvin scale.

    To comprehend the negative temperatures scientists have now devised, one might think of temperature as existing on a scale that is actually a loop, not linear. Positive temperatures make up one part of the loop, while negative temperatures make up the other part.     With positive temperatures, atoms more likely occupy low-energy states than high-energy states, a pattern known as Boltzmann distribution in physics. When an object is heated, its atoms can reach higher energy levels.

    At absolute zero, atoms would occupy the lowest energy state. At an infinite temperature, atoms would occupy all energy states. Negative temperatures then are the opposite of positive temperatures ? atoms more likely occupy high-energy states than low-energy states.

    "The inverted Boltzmann distribution is the hallmark of negative absolute temperature, and this is what we have achieved," said researcher Ulrich Schneider, a physicist at the University of Munich in Germany. "Yet the gas is not colder than zero kelvin, but hotter. It is even hotter than at any positive temperature ? the temperature scale simply does not end at infinity, but jumps to negative values instead."

    As one might expect, objects with negative temperatures behave in very odd ways. For instance, energy typically flows from objects with a higher positive temperature to ones with a lower positive temperature ? that is, hotter objects heat up cooler objects, and colder objects cool down hotter ones, until they reach a common temperature. However, energy will always flow from objects with negative temperature to ones with positive temperatures. In this sense, objects with negative temperatures are always hotter than ones with positive temperatures.

    Another odd consequence of negative temperatures has to do with entropy, which is a measure of how disorderly a system is. When objects with positive temperature release energy, they increase the entropy of things around them, making them behave more chaotically. However, when objects with negative temperatures release energy, they can actually absorb entropy.

    Negative temperatures would be thought impossible, since there is typically no upper bound for how much energy atoms can have, as far as theory currently suggests. (There is a limit to what speed they can travel ? according to Einstein's theory of relativity, nothing can accelerate to speeds faster than light.)

    Wacky physics experiment

    To generate negative temperatures, scientists created a system where atoms do have a limit to how much energy they can possess. They first cooled about 100,000 atoms to a positive temperature of a few nanokelvin, or billionth of a kelvin. They cooled the atoms within a vacuum chamber, which ?isolated them from any environmental influence that could potentially heat them up accidentally. They also used a web of laser beams and magnetic fields to very precisely control how these atoms behaved, helping to push them into a new temperature realm.     "The temperatures we achieved are negative nanokelvin," Schneider told LiveScience.

    Because tTemperature depends on how much atoms move ? how much kinetic energy they have. The web of laser beams created a perfectly ordered array of millions of bright spots of light, and in this "optical lattice," atoms could still move, but their kinetic energy was limited.

    Temperature also depends on how much potential energy atoms have, and how much energy lies in the interactions between the atoms. The researchers used the optical lattice to limit how much potential energy the atoms had, and they used to magnetic fields to very finely control the interactions between atoms, making them either attractive or repulsive.

    Temperature is linked with pressure ? the hotter something is, the more it expands outward, and the colder something is, the more it contracts inward. To make sure this gas had a negative temperature, the researchers had to give it a negative pressure as well, tinkering with the interactions between atoms until they attracted each other more than they repelled each other.

    "We have created the first negative absolute temperature state for moving particles," said researcher Simon Braun at the University of Munich in Germany.

    New kinds of engines

    Negative temperatures could be used to create heat engines ? engines that convert heat energy to mechanical work, such as combustion engines ? that are more than 100-percent efficient, something seemingly impossible. Such engines would essentially not only absorb energy from hotter substances, but also colder ones. As such, the work the engine performed could be larger than the energy taken from the hotter substance alone.

    Negative temperatures might also help shed light on one of the greatest mysteries in science. Scientists had expected the gravitational pull of matter to slow down the universe's expansion after the Big Bang, eventually bringing it to a dead stop or even reversing it for a "Big Crunch." However, the universe's expansion is apparently speeding up, accelerated growth that cosmologists suggest may be due to dark energy, an as-yet-unknown substance that could make up more than 70 percent of the cosmos.

    In much the same way, the negative pressure of the cold gas the researchers created should make it collapse. However, its negative temperature keeps it from doing so. As such, negative temperatures might have interesting parallels with dark energy that may help scientists understand this enigma.

    Negative temperatures could also shed light on exotic states of matter, generating systems that normally might not be stable without them. "A better understanding of temperature could lead to new things we haven't even thought of yet," Schneider said. "When you study the basics very thoroughly, you never know where it may end."

    The scientists detailed their findings in the Jan. 4 issue of the journal Science.

    NHL, union dig in for a long day of talks

    NEW YORK (AP) ? The NHL and the union are back at the bargaining table and seem determined to work toward a deal to save the hockey season.

    A full day of talks was planned for Tuesday, one day after negotiations resumed following nearly three weeks apart. On Monday, the players' association presented a counterproposal to an offer made by the league late last week. The NHL spent Monday night reviewing the document, then got together again with the union Tuesday.

    Small groups from each side were to meet or confer by conference call during the afternoon about provisions of a potential collective bargaining agreement. A full meeting of negotiating teams wasn't expected at the league office before 5 p.m. EST.

    What is clear is that time has become a real factor.

    "We've said we need to drop the puck by Jan. 19 if we're going to play a 48-game season," Commissioner Gary Bettman said. "We don't think it makes sense to play a season any shorter than that."

    That leaves a little less than two weeks to reach an agreement and hold one week of training camp before starting the season. All games through Jan. 14 have been canceled, claiming more than 50 percent of the original schedule.

    The NHL is the only North American professional sports league to cancel a season because of a labor dispute, losing the 2004-05 campaign to a lockout. A 48-game season was played in 1995 after a lockout stretched into January.

    The NHL was supposed to be celebrating its annual outdoor Winter Classic between the Toronto Maple Leafs and Detroit Red Wings on Tuesday ? the 108th day of the lockout ? at Michigan Stadium. But that game was canceled long ago along with the All-Star game.

    Monday's talks marked the first time the NHL and union met in person since Dec. 13. Bettman says a deal must be reached by Jan. 11 so the season can begin eight days later.

    When the sides met Monday, the union brought a condensed counterproposal in response to the NHL's 288-page contract offer. There were some discussions between the negotiators and some time spent apart in internal meetings.

    Neither side would elaborate on what was offered in either proposal or characterize any of Monday's discussions that union executive director Donald Fehr said "weren't terribly long."

    "There was an opportunity for the players to highlight the areas they thought we should focus on based on their response, and that's something we've got to look at very closely in addition to the myriad of other issues," Bettman said. "The process continues and we're anticipating getting back together."

    That neither offer was quickly dismissed could be taken as a positive sign that perhaps the gap has narrowed.

    "I'm out of the prediction business," Fehr said. "You get up every day and you try to figure out how to make an agreement that day, and if it fails you try and do it the next day. That's exactly where we are."

    Bettman also reserved judgment when asked if progress was made.

    "I think it would be premature for me to characterize it and not particularly helpful to the process," he said.

    It is still possible this dispute eventually could be settled in the courts if the sides can't reach a deal on their own.

    The NHL filed a class-action suit this month in U.S. District Court in New York in an effort to show its lockout is legal. In a separate move, the league filed an unfair labor practice charge with the National Labor Relations Board, contending bad-faith bargaining by the union.

    Those moves were made because the players' association took steps toward potentially declaring a "disclaimer of interest," which would dissolve the union and make it a trade association. That would allow players to file antitrust lawsuits against the NHL.

    Union members voted overwhelmingly to give their board the power to file the disclaimer by Wednesday. If that deadline passes, another authorization vote could be held to approve a later filing.

    One of those changes that will affect everyone with private health insurance actually took effect last September. But most people won't see it until they renew or apply for new health insurance. It's called a summary of benefits and coverage. The idea is to help people actually understand what's in their insurance policies.

    "One of the big complaints of people in polls or focus groups is that they just ... don't understand either the coverage or the price," said Jay Angoff, a former official at the U.S. Department of Health and Human Services who worked on implementing the health law.

    But with the new document, he says, "there's a standard format that allows people to compare benefits to make apples-to-apples comparisons, not just on price, but on benefits."

    Health plans will also have to provide consumers a glossary of insurance terms if they ask for it.

    "It's still harder than some people would want," Angoff says. "It's still a complicated area. But I think HHS has really done a very good job in making it as simple and as meaningful as possible."

    Later in 2013 will also bring a key launch date for the law, says Angoff: "Oct. 1, 2013, is when open enrollment begins."

    That's when people can start signing up for their 2014 coverage through the new health exchanges, or marketplaces, that the states and federal government are creating. Angoff, who used to head the office that's in charge of building those exchanges, says he's confident that things will happen on time.

    "HHS has met all statutory deadlines on this until this point, and I have confidence that HHS will continue to meet those deadlines," he said.

    But the majority of what happens on Jan. 1 is to pay for the changes in 2014. In other words, tax increases and cuts in tax deductions. For example, starting next year, people will only be able to put $2,500 pre-tax into Flexible Spending Accounts that they use to pay for items insurance doesn't cover.

    "For example if they buy eyeglasses, if they pay copays on drug benefits or to their physician, they can submit those claims and be reimbursed from the pretax dollars," said Marilyn Moon of the American Institutes for Research.

    Moon says that while the change may hurt some people with very high out-of-pocket spending not covered by insurance, lawmakers decided this was a fair way to raise some of the money needed to pay for the rest of the law.

    "This is a benefit that largely accrues to higher-income individuals who can afford to set aside a certain amount of money every year, to pay towards their health care spending," she said.

    There's another tax change coming next year for the wealthy. Individuals earning more than $200,000 a year and couples earning more than $250,000 will see a nearly 1 percentage point increase in their Medicare payroll tax. They'll also have to pay a 3.8 percent Medicare tax on their non-wage income. Moon says that represents a big change.

    "The payroll tax usually applies only to wages, and now this law will extend it to investment income as well," she said.

    Those who take deductions for medical expenses on their income taxes will also see a change starting in 2013. Right now, expenses in excess of 7.5 percent of adjusted gross income are deductible. That's going up to 10 percent for all except the elderly.

    It will affect some people who spend a lot on medical care, says Moon. But the new law should also reduce the number of people with those very large bills, "because if everyone has health insurance, many fewer people should have to pay large amounts out-of-pocket on health care. Ten percent will not affect very many people, one would hope, when they get better insurance coverage."

    Finally, there's a key change made by the health law for 2013 that will affect only the poor. Starting Jan. 1, state Medicaid programs will be required to reimburse doctors who provide primary care at Medicare rates, which are substantially higher. The idea is to get more doctors into the Medicaid program, which will itself expand in 2014.

    The Medicaid increase, however, is only for two years.
